Well, at least we know that it isn't the Image Editor because I'm using the same version. Did VFP 3 comes with sample icons? If so, I'd try doubling clicking on some of those, until I found one that only had a 32x32 image in it. Then I'd save out under another filename, and do the process as described in the FAQ. If you can't get the 16x16 image that way, it may have something to do with NT. Otherwise, I'd assume it had something to do with the file, and start the process over.
