I have not looked at this, but by the description of what you say the docs are pointing you to, it looks like Net8 [or SQL*Net] is needed. the TNSNAMES .ORA file is in the Oracle home directory, usually in the Network\Admin subfolder. This file contains your connect string which defines the connection information [IP address, domain, SID name, etc]. Use the Net8 Easy Config utility to set up the connection to your database.
