It could be a lot of different things; VFP does a pretty thorough check through the DBC looking for anything that isn't right: OBJECTID not matching recno(), missing required records, non-existent PARENTID values ...

Rather than trying to repair a database, either restoring from a backup or recreating it using GENDBC seems to be the way to go.
