The ATS is part of Dev Studio.
There are a lot of little gotcha's in any programming language, and a good framework takes care of all of them.
VPM, or any good framework, also makes a lot of little tasks semi-automated: e.g., VPM has "set" integrity, which I have modifed to used dropdown combolists.
