I really don't think that you're going to be able to do this. AFAIK, for one there's no way (other than new file type) to manipulate the context menu. That is pretty much the domain of the OS.

The same is true of the Date/Time dialog, which is the control panel applet. You'd be double clicking in the system tray.

In both instances, these are OS windows (the desktop and the system tray). About, I think, the best that you're going to be able to get is a system icon as has been suggested.
