It's FDISK /MBR, not SYS...
FDISK controls the partition tables, which includes the Master Boot Record (or MBR) that serves as the hard disk's pointer to the bootstrap loader for the operating system on a logical volume; SYS writes the actual OS-specific executables for starting the OS and loading the CLI. Every physical disk has a partition table and MBR regardless of the OS and type(s) of partition formats used to define logical volumes.
