Under Win9x, the path to the Windows system directory is based off \Windows\System in general; you can retrieve the actual path to the Windows system folder using the API call GetSystemDirectory(), documented in the FAQ and API sections. By including them explicitly in the distribution set and directing them to the system path, the vagaries of where they belong from system to system are resolved. They can be referenced by unqualified pathing; the Windows System directory is part of the standard Windows search path.
