Does anyone know of a utility that will track bug reports?

Some of its features should be:
1). Any user on the system can enter a bug report.
2). The system will assign an ID.
3). Other users may add comments and a history file will be maintained for that bug.
4). When the bug is resolved, the report will be marked inactive.
5). Periodically, the system can transmit this file to a host (not part of the networked data base) where a developer can indicate disposition of the bug.
6). The system will then transmit the updated file back to the network data base and merge/update any changes to it.
