That depends on where you're coming from. If you've got a background in C++, C# will be easy to learn. I would imagine coming from a VFP or VB background might make it a bit tougher, but certainly not insurmountable.

It's hard for me to say, since I don't know C# and the .Net architecture as well as I know VFP. So the learning curve gets in the way of any valid comparison. Depending on the app, you whip stuff out in C# pretty fast in comparison to using unmanaged C++.
