I believe you're confusing the System Requirements for running the Help Builder program (to create the help files) with the requirements for including help files as HTML with your Web Connection online application.

Win 98 or above is required for running Help Builder, but the plain HTML files you can then set up on your website should run with most browsers, I suspect. Help Builder can output both HTML Help format, as well as just plain HTML web pages.

Test it by hitting this link, which is the way your help files could look on the web:

http://www.west-wind.com/webconnection/docs/

Those files do use CSS style sheets for formatting, but may work well enough even in browsers that don't support CSS. I can't say for sure -- you'd need to test the above link with several browsers to see how it works.
