In general there is no way to tell if an installed printer is dot or laser. (or ink jet, thermal, ...). One approach I have used in the past is to store information like that in a table; when a user goes to print for the first time to that printer, the program asks the user, who is in a position to know.

As for printer dialog, you can call up the Windows print manager dialog so you're getting exactly the same settings as in Windows itself.

Although I haven't used it, I understand there is a "Fox Power Printer" utility available which has been referenced here in various threads.
