Assuming your app does not explicitly call Windows API functions to force a computer shutdown, it should be impossible for your app to cause this behaviour.
First, I would check that the power supply to the computer is OK. Then, I would look for a hardware problem (bad RAM chip, etc.) that might show up only when running a lot of users with a large app like VFP.
