If you've tried a PerVMFiles setting of 225 (the maximum, not 250) and that didn't work, then you will have to obtain the fix described in the KB article you referenced.
You will still need to install the high-speed patch as I described earlier.
Alternately, you could switch the computer(s) to W98 or W2000.
