I can not use the Print When's do not Print Repeated Values because I am using the Print only When Expression is True and have checked the Remove blank lines. My detail lines that have 0 in the dollar amount I do not print. But the amount has a label and I would like not to have the same label repeated.

To make sure I visualize this correctly:
Label     Amount
Debit       1.00   Line prints
Credit      0.00   Line doesn't print
Credit     -1.00   Line prints, Label shows since it's the first time
           -1.00   Line prints, no label
Debit       1.00   Line prints, label shows
            1.00   Line prints, no label
To me this looks like you should SELECT a CURSOR of only those values you want to print (not the zero values) and then use the "Do not print repeated values."

Alternatively, what happens when you use both "Print when" the value of the amount is not zero, and the Don't print repeating values? (I can't test it right now to see.)
