Just to clarify, are you checking the x,y values when you say this, or are you going by the fact that the entire frame seems to move when you do a drag? The two are very different beasts. The moving of the frame is usually caused by the fact that the drag/drop icons are not properly defined. If the x,y values are really not working, then that's a bigger issue.
