Good question, Jim. Yes, it only matters when SET DELETED ON. When OFF, you get "Full" optimization with any simple index usable by the SQL and no Deleted() index.
Actually, I don't notice much speed difference whether the level is Full or Partial, as long as the SQL can use the pre-built index...but aesthetically, it's nicer to see that the query is at "Full" optimization, and of course it may make a big difference with a large table with many deleted records...
