Well... WML and XHTML are just newer markup languages. WML requires more forethought thoughm plus without WMLScript real functionality is hard to come by. XML and XSLT can generate HTML (or anythign else for that matter) but to really understand XML you'd need to know data just a little bit abd the XSL is close to programming too.

Well, and application CAN be a website, so its not really a square answer, but if you mean the difference between what you can do in FoxPro vrs. what you can do in FrontPage (Hmmm, FP vrs FP?), the more demanding job would be VFP, IMO, since it deals with everything a web page does, usability, performance, ect. and alot more.
