I believe this is Dr.Watson error message you are getting. I get it also sometimes (not necessarily with debugger) and in applications other than VFP too. Generally speaking it is a GPF and I have no idea what in Windows causes it. Can be whatever. Were you getting this kind of errors before you loaded SP4?
