One of the project requirement is that the login screen
will be launch once the PC has start up. The user is not
allow to run any other programs before the login, which
means the user cannot access to any other software before
the login.

Firstly what OS do you want to do this on? Can't you use the Win NT/2000 login screens?

Why do you want to use VFP to do this?
It is pretty difficult to stop a user getting into windows if they want to. What happens if the user starts the machine in safe mode? or holds down the shift key as it starts up?

If this is pureley a security issue then i'm sure there are shareware tools available to download that would be far more secure (and less cumbersome) than VFP.

You could even think about doing this at the dos level - to stop windows loading in the first place.
