No, unfortunately, I don't. Network login dialogs handle the problem of the absence of system modality by displaying prior to the creation of the desktop and task bar, IOW, the Windows Shell. Back in Win16 it was possible to indicate a replacement program for the standard shell. I don't know if this is possible under Win32, but the Kid Desk sounds like it's doing that.
About the only other recommendation I could make would be to configure the PC by user. Windows allows for user specific desktops and, if I recall correctly, program file menus.
