If you think that drug bans do work, you see the world through colored glasses. There is no way on earth that you can be sure at 100% that no drugs exist in your country. There will allways be an organized crime (like the Hells Angels and the Rock Machine here in Quebec) to provide the drugs to the one who need them.

In rehab I may buy, but jail don't cut it for me. What do you do with a 18yo boy/girl who come from a disturbed familly and was conviced to "try" for free some coke at 14yo by a pusher and just couldn't stop using it afterward? Put him/her in jail and there will be a pretty good chance that he/she will never recover from that for the rest of his/her life.

Going at the source of the organization of legalizing the drugs are the only 2 solutions that I can see.
