If you have access to the Run option, you can get to the "DOS" prompt by running CMD on NT. IPCONFIG will display the information you want.

FWIW, there is no WINIPCFG in NT (only 9X). Ping will give you what you want if you know the machine's name. For example, ping mymachine will display the IP address of mymachine. Tracert won't help you because it doesn't display the source machine's IP address. It starts at the first hop on the way to the target.
