By default, each VM can open 20 files at once. If you need to open more files per VM, then, yes, you need to adjust this. It has nothing to do with the total RAM available to the system - each file adds like 12 bytes of overhead, so there's no real concern over using up too much RAM.

If I used to have an entry FILES=120 in my CONFIG.SYS, I'd go with at least PerVMFiles=90
