While it doesn't absolutely have to reside on the user's system, there are trememndous risks to non-local residence of a control that is on the network; unexpected network connections could be forced, if a mapped drive letter is involved, you can end with an error that can't reproduce in a reliable fashion, etc.
It's less hassle to install it locally than to risk a network copy, especially with Win2K an issue.
