The msdn.microsoft.com site has a good description (See chapter 20) of the Windows Crypto API (RSA encryption). Do you know if anyone has done this in "fox compatible" code instead of the C code? That would make a good article for someone to write. Create the keys and a demo of encrypting/decrypting a file. It looks like NT/98/ME/2000 all have the API.
