The mouse settings you can change using the Control Panel are for the current user and are stored in the registries under
HKEY_CURRENT_USER/Control Panel/Cursors
If you want to change the default settings (those that are in effect before you choose the logon user) you must go into registries at
HKEY_USERS/.DEFAULT/Control Panel/Cursors
Just copy the values from ...CURRENT_USER... to the ....DEFAULT...
