It depends on how desperate you are for help, how many others with similar skills apply for the job, and how much experience he has in the are you need help with. If you need someone with C/S, COM, etc experience, I would say no; but if you need someone with straight VFP experience and he can deliver quick solutions, then maybe. You might try a trial period at that rate, if he doesn't provide the expected performance then find someone else.
