The entire expressway system came into being by the mid-1960's since then they've added (in some cases) there are public transportation trains that run in the median strip. New extensions and new expressways have been done since then. There's always been a lot of road work going on, even when a new one isn't being constructed. The Chicago winters wreak havoc on the roads, so there's always some sort of road work going on.

Yeah, they're probably not quite as "trigger-happy" here but I don't know the "official" positions. One thing for sure, they want to keep the federal grants coming.
