IMHO, if you don't have any real standards now, having the office adopt and learn a framework may be the best way to implement some solid standards. MaxFrame has a very good introduction discussing the pro's and con's of frameworks and also some great notes warning of some problems that can arise from OOP that are not necessarily intuitive.
