I have had this same problem...

What I found it that in certain cases (I never could figure out EXACTLY when...) it would use the development path and not my current DBC or my PATH settings.

What I did was create an obscure name for my development path, and that way I am sure during run time this path won't be on the user's machine.

Not sure that this information will actually help you, but I thought some sympathy would be good in any case... :)
