Have you tried a reboot of the server?

Alternatively, if your users are relatively sophisticated and you feel like tackling it, you can have them go into server manager on the NT machine & manually free the files that are being used. I do this seldom enough that I need to have the GUI in front of me, so I can't tell you exactly how to do it.
