I am not so sure about the blanket statement that all employers are vehemenently opposed to telecommuting. I rather think it is a lack of understanding of how to measure an employee's productivity in the "out of office" experience. If there was a reliable publication or other source of information that would/could be used to educate the employer, then I think telecommuting would take off more than it has. As it is now, it seems that the telecommuter/consultant is stuck with the small jobs, and patching old code, instead of doing major applications from birth to installation as the in-house staffs are required to do. Also, some jobs lend themselves to telecommuting better than others. Data integrity and security are major considerations where I work. I also agree that your talent market opens up wide, once as an employer, you find the way to do it.
There are considerable cost savings when using telecommuters, some of which the worker may be willing to share with the employer for the convenience of working at home.

An example is a co-worker of mine who, from home, and in the evenings, works for the abuse dekkt for a pretty large ISP several states away.
he traces incidents, examines logs, terminates users for violations of TOS, sends warnings to others, etc. They have never seen him face to face.
