I seem to remember that there's a program in the NT Resource Kit that lets you do this, possibly makesrvr.exe???

I tried running the program by loading it in the register under "HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run" but the program would come up with oddball errors. It runs perfectly from the START RUN command box.
