Well, that is not well seen to show information like that. We try to be careful about it. In general, if the user doesn't read the upper headlines, he won't read that info as well if being shown in a popup as he'll probably close the window immediately.

We try to release all necessary announcements in the headlines. Email is used when really needed to broadcast that information in that medium, thus one is coming shortly about some suggestions to send users and some other useful information.
