It has the article title at the top, then a section showing "Protocol", "Type", "Connection", "Address (URL)" and "Size". After that is a section that shows "Created" and "Modified". There's also a "Certificates" button.

I'm running the same OS/SP. Make sure the article you're looking at is a KB article.
All I see is a General tab with the Q number and title.
Search for this and see what you get:
