I did something similar in my program. Here's how it works...
I created a security object. The security object uses an Encrypted VFP table to validate the info. In my VFP program, I generate a random number, then the user must enter their "key". The key is a mathematical formula against the random number. I give this key to the user when they call and tell me what their registration number is (the random number).

It's not foolproof, but it's pretty good...
