Just an idea: haven't tried it. Put in each Page Footer control Print When condition !eof(). IOW, if EOF() don't print the footer. Add summary with the same controls as Page Footer has.

It would be much more convenient, if VFP Report writer would allow this by itself, but unfortunately it's not the case, so we have to use some tricks...
