For simple string encryption you can use the CIPHER50.FLL file available here in the Downloads section.

For a more powerful commercial product, investigate Cryptor at www.xitech-europe.co.uk

Lastly, for maximum security you can use a SQL backend. On the Windows platform, the Microsoft MSDE is freely distributable if you're a Visual Studio owner. For Linux you can investigate MySQL and PostGreSQL.
