What exactly are you trying to do? If you're trying to make an Internet connection or use DUN for DCC, then you need to fire up the Windows Dialer; if you're just dialing a number through a modem, there are techniques using TAPI (my preference) or the MSCOMM32 low-level serial port control to talk to the modem.

If you're using something like PCAnywhere, you can invoke a PCA script via run, and I believe you can also invoke the dialer using Shell.Application to open a connectoid, but I'm not certain that this works under all systems. You might also consider installing RAS, so that your DUN mechanism works cross-platform.
