Few choices...

Get a german Keyboard & set the keyboard settings in Control panel to German (I think it's not a Qwerty keyboard which could be a bit confusing)

Or..

Design a form with a load of command buttons - 1 for each unusual character and either plonk it into the clipboard or KEYBOARD it

Or..

Same as above with a toolbar

Or..
Loads of On key label statements with a 'cheat sheet' for the users

etc...

Get the idea?
