If you are able to right click on TIF file and print then you can do the following:

Create a cursor with General Field. Copy the TIF file to this object and Create a report form with ActiveX object. Use the above cursor and it will automatically call the relevant program to print the RTF file.

If your problem is license for Word, then you can download Word Viewer and use it for reading/printing RTF files.
