Upon your suggestion, I went to VSS. I noticed that the working folder was the old one. I updated the file list. Then I changed the working folder to the new location and again updated the file list. I checked out the project to the new location. Unfortunately, none of the files in the project were marked as being in VSS. The same problem continues.
