I sympathise with your problems. I don't really know Navigator, but I'll try to give some suggestions.
Remember that Oracle is really a database server. When you use PO you have the server on the same machine as the client. This sometimes makes things confusing because the client config files are in the same place as server config files. Bearing this in mind ...

Try the following:
go to an DOS prompt
type
SET ORACLE_SID=TEST
SVRMGRL
CONNECT SYSTEM/MANAGER (or any other combination of username and password)
If this lets you in, you may be getting somewhere. In this case, check your registry setting under HKEY_LOCAL_MACHINE/SOFTWARE/ORACLE/ORACLE_SID. You may find something like ORCL in this key. Change it to TEST.
This means that your default database is now TEST. Oracle uses your default database if it can't find the real database using network settings (which you might not have yet - depends on navigator).
