We put the PerVMFiles=225 fix in our InstallShield installer because we found that it worked ok with Win3.x -> Win2000, no problem. We have one very large customer with Novell. They state that their dos shell no longer works if this change is made. The workstation has Win98 (unmodified as far as we know). What could possibly be the relationship? We haven't used Novell in years and don't have a way to test it.
