Is it possible to force report group footer to start at new page?

I use genrepox *:DETAIL command to generate table of contents at
end of report and want to start it at new page.

I cannot place it to summary band, since *:DETAIL will not
work in summary band.
So I created a dummy report group with constant group expression
and put *:DETAIL into this group footer.
However, group footer prints in last page of report.
Is it possible to start it at new page always ?
