I have done development with both products. I have to tell the speed to market with VB is greater then that with VC++. It does depend on the knowledge of your team. What we usually do is get the best of both worlds, because of the performance with vc++ over vb we use VC++ to handle all of the heavy loading of our applications, components like are data access component and math computations are done in VC++, anything else is done in VB due to the ease of use in coding for our developers.
One thing to keep in mind though is .net. if you are going to be doing this in VB or VC++ I strongly encourage you to follow some precautionary measures so that you can move to .net in the future. The following is a good article from Microsoft telling us what we need to do.
