Does anyone know what the impact is of creating an index with a filter expression added to it?

My client has a pentium 200 with 32 MAG/RAM. My app is running quite slow on his machine. It runs fine on my machine (pentium II, 128 MAG/RAM). I told him he needed more RAM. Am I right about his machine or do I need to "twick" my app.?
