One way (there are probably lots of others..) is to put a shape (rectangle) over the controls that you do not wish to be accessible by mouse and then set the pointer to 13 (Hide pointer).
You could control the mouse action for each individual control but this can get tricky with complex controls such as combo boxes and grids etc.
