Microsoft MapPoint 2001 looks like an interesting product (
http://www.microsoft.com/catalog/display.asp?site=10405&subid=22&pg=1) but it seems to include only data for the U.S. and Canada. However, it claims to be able to use data in a variety of formats, so you might be able to develop your own database to work with it.
I don't know of any product with street-level information about Peru or South America.
