Try this:

Create a form. Set all the properties related to the title bar to .F. like you have done. Set the borderstyle to 1-Fixed single. The form should look like the VFP6 splash screen. Check the width of the form and write it down. Now, set movable to .T. and drop a control on the form near to the right edge of the form. Close the form, then open it in design mode again and check the width property. Is it the same width?
